画像を含む JSON で HTML タグを取得しています。WebView を読み込んでも画像が表示されないのはなぜですか?

画像と TextView の両方を表示する WebView で HTML を表示したいのですが、コードはテキストのみを表示し、画像は表示しません。

理由はありますか？

JSON文字列を取得した後：

String content = HttpApi.getContent(URL);

前の URL を渡して、webview にデータをロードします

webview.loadDataWithBaseURL(URL, contentAfterParsing, "text/html", "UTF-8", null);

その後、webviewに画像が表示されます
