'apt' が適切に含まれていない可能性があります。シェフの実行リストは、依存関係を含めるように拡張することを示しているのだろうか。「Run List expands to [transportapi]」とだけ書かれていますが、これは vagrant ファイルに追加している唯一のレシピです。
