場所を経度と緯度とともにデータベースに保存しました。すべての場所の緯度を取得して、Google マップ v2 に表示したいと考えています。

OnCreate 関数にテスト マーカーを配置しようとしましたが、間違った場所に配置したために機能しませんか?

onResume() にマーカーを追加してみてください。map.setMyLocationEnabled(true) でヌル ポインター例外が発生しないことに驚いています。私の経験では、マップ フラグメント内のマップは onStart までインスタンス化されないためです。したがって、onCreate() でマーカーを追加することはできません。
