ここで起こっていることはOpenIdRelyingParty、認証要求を作成するために使用するインスタンスがステートレス（「ダム」）モードになっていることだと思います。つまりnull、コンストラクターに渡すかStateless="true"、ASP.NETコントロールの1つを設定します。ただし、認証応答が戻ってきたら、ステートフルOpenIdRelyingPartyモードで作成されたインスタンスを使用してその応答を処理します（コンストラクターにnullを明示的に渡さなかった）。
