C＃を使用しているので、DllImportsを使用する必要があります。リンクされた投稿には、必要な機能ごとにそれぞれのMSDNページがあります。各MSDNページの下部には、C＃用のDllImportのコードがあります。

マネージコードのみを使用する簡単な方法もありますが、異なるアプリケーションによって複数のプロセス名が開始されている場合は機能しません。
