グループ化の必要はありません。それが問題の原因です。

SKAction *all = [SKAction sequence:@[delay,blinkEye, delay2,openEye]]];

また、フレームが更新されるたびに目を点滅させることはできません。この関数は、1 秒間に最大 60 回呼び出されます。

代わりに、目のオブジェクトの作成時に次のようにします。
