maven がspring-sourceリポジトリを参照するのをブロックしているようです。機能させるには、次のスニペットをpom.xml 

<project>
  ...
  <repositories>

    <repository>
      <id>spring-milestones</id>
      <url>http://repo.springsource.org/libs-milestone/</url>
    </repository>

  </repositories>
