まず、dispatcher-servlet.xml は spring mvc の構成であり、アプリケーション用ではありません。したがって、web.xml の < context-param > タグを削除する必要があります。

次に、Spring MVC は servlet-name ディスパッチャに従って xml ファイルを取得します。したがって、web.xml < servlet > のタグ < init-param > を削除することもできます。
