これは、API が呼び出し元のアプリケーションとして来た URL にないことが原因である可能性があります。API の URL は次のとおりです: http://127.0.0.1/ (フォルダ パスは無視します - これは重要ではありません)

http://127.0.0.1:8888 ..しかし、ポートが異なるため、別のサイトとしてカウントされるから呼び出しています。ブラウザはサイトが異なると判断するため、Cookie を送信しません。

API と同じ URL (同じポート) でホストされているページからテストしてみましたか?

最も重要なこと: Fiddler で Cookie が送信されていることを確認してください。
