allure によって作成された xml-file は有効です (同じ xml を使用して maven の目標 "site" を使用して正しいレポートを作成できます)、問題は jenkins プラグインにあるはずです。
maven 3.2.5 がインストールされています。settings.xml は ~/.m2 ディレクトリに存在し、正しいようです。
このようなエラーの原因は何ですか? どうやらMavenの設定に関係しているようです。
