RESUME_FROM オプションが機能しないようです。以下は、私がテストしたコードの例です。

実際には正常に再開していましたが、progress 関数で os.path.getsize(filename) からの長さが既存に追加されていなかったため、最初からやり直しているように見えました。ほんの些細なミス！:)
