この問題はdjango-tagging、次のコマンドを使用してパッケージ (0.3.6) をダウングレードしたときに解決されました。

pip uninstall django-tagging  
pip install 'django-tagging<0.4'

django-tagging 0.4 には、新しいバージョンの Django 1.7 以降および Python 2.7 以降が必要です。django-tagging を 0.3.6 にダウングレードすると、Django 1.5 などの古い Django で機能します。

pip uninstall django-tagging
pip install django-tagging===0.3.6

またはCMで

python_pip "django-tagging" do
    version "0.3.6"
end
