これは、値を取得するために各セクションを反復する必要があるため、セクションdoc['toolbox']['section']の a を返すためです。が特定のセクションにあるかどうかを確認することができます。そのために、代わりに使用したい場合がありますlist@name@name.get['@name']

XMLには多くのsection要素があります。次のようにする必要があります

tools_section = doc['toolbox']['section'][0]

ここで、0 は読み取りたいセクションのインデックスです。インデックスが固定されていない場合は、それらを繰り返し処理してfor section in doc['toolbox']['section']: ...、コンテンツが条件に一致するセクションで停止するか、各セクションで何かを行うことができます。
