もう一度電話したほうがいいと思います

 LocationServices.FusedLocationApi.requestLocationUpdates(
        mLocationClient, request, mListener);

onResume() メソッドで LocationRequest リクエストをグローバルにします

アクティビティで LocationUpdates をまったく開始していません。onConnected() で開始します。こちらを参照してください。

位置情報の更新を開始したら、onResume() で GoogleApiClient が接続されていることと、requestingLocationUpdates が初期化されていることを確認し、locationUpdates を開始するだけです。これを参照してください。

PS: コードには他にも矛盾がありますが、ガイド全体を一度読んで、メソッドを正確に理解する必要があります。
