python - IOError: [Errno 13] 許可が拒否されました: OSGeo4W シェルに pandas をインストール中に

Question

管理者として実行して osgeo4w をインスタンス化しましたが、それでもアクセス許可が拒否されます。Quantum GIS 2.8 に pandas をインストールしようとしています。pip コマンドで sklearn をインストールしましたが、正常にインストールされました。

しかし、パンダをインストールしようとすると、次のようなエラーが発生します。
