POM リファレンス、除外を参照してください。

除外は、この依存関係の依存関係 (つまり、その推移的な依存関係) である指定されたプロジェクトを含めたくないことを Maven に明示的に伝えます。

Apache Maven Enforcer ルール、依存関係の収束も参照してください。

プロジェクトに A と B の 2 つの依存関係があり、どちらも同じアーティファクト C に依存している場合、A が C の別のバージョンに依存し、C のバージョンが B に依存している場合、このルールはビルドに失敗します。
