Cinはおそらく、getlineが取得するバッファにキャリッジリターンを残しています。試す

cin.ignore(1000, '\n');

cin.getline(Record[Entrynumber].Address,70);

getlineが最初に読み取っているバッファに入力が残っている可能性があることを考慮して、次のデータを入力する前にバッファをクリアすることをお勧めします。
