私は同じ問題を抱えていたので、静的フォルダー内のすべてのデータをバックアップし、空にして再度実行することで修正しました。

python manage.py collectstatic

インストールした以前のアプリ（django-grappelli）の静的ファイルが原因であることがわかりました。Django は、必要なファイルを移動先の /static/ フォルダーに移動しようとしましたが、django-grapelli によって作成された同じファイルが既に存在していたため、それらを無視して移動しませんでした。例：

Found another file with the destination path 'admin/css/dashboard.css'. It will be ignored since only the first encountered file is collected. If this is not what you want, make sure every static file has a unique path.

フォルダーを空にすると、そこにあるすべての bak を強制的に再コピーするようにコマンドが強制され、その後はすべて正常に機能しました。
