ここには解決策がないように見えるため、非ルートとして VFIO を実行しているときに同じ問題に遭遇しました。/etc/security/limits.d/99-memlock.conf でユーザー「user」に 1G のメモリ「1048576」を追加して、ロックされたメモリの制限を増やしました (とにかく私のシステム用)。

   user hard memlock 1048576
   user soft memlock 1048576

libvirt の xml も投稿する必要があります。この問題が発生したら、
qemu-args の代わりにエントリを使用するように libvirt の xml を変更した後に修正されました。
