ただし、ファイルがjpgでない場合や、サイズが大きい場合でも、処理は続行されます。

Location:ヘッダーを発行したからといって、スクリプトの実行が停止するわけではありません。リダイレクトヘッダーの直後にexit;またはを配置してみてください。die;

また、一般的に、リダイレクトに従わないブラウザの行き先を説明する少量のコンテンツで死ぬ必要があります。
