これは、vagrant-rackspace プラグインでも同じ問題が発生したため、Vagrant 1.9.1 で修正されたようですが、現在は正常にインストールされています。

現在の Arch Linux でもまったく同じ問題が発生しています。また、次の場合でも追加します。

vagrant plugin install fog-xml
Installing the 'fog-xml' plugin. This can take a few minutes...
Installed the plugin 'fog-xml (0.1.2)'!

または：

`gem install fog-xml`

同じエラー状態になります。
