いくつかのPHPファイルをsimpletestでテストしたところ、実際に何かを出力（エコー）する関数ではうまく機能しないことがわかりました。

ob_buffer()では、PHPで使用せずに、何かをエコーする関数をテストするためにできることはありますか？

出力自体の有効性をテストしている場合は、いいえ。出力バッファがないわけではありません。ただし、JavaScript でテストできます。出力を ajax 経由で別のスレッドに戻すことで、simpletest でテストすることもできます。
