python - python setup.py で必要なパッケージが見つかりません

Question

ここで elastAlert のセットアップに従っています: https://elastalert.readthedocs.io/en/latest/running_elastalert.html

コマンドを実行するpython setup.py install --userと、エラーが発生しますerror: Could not find suitable distribution for Requirement.parse('cffi>=1.11.5')

だから私は実行してこれを解決しようとしましたpip install cffi --user このコマンドを実行すると出力が得られます

Requirement already satisfied: cffi in /usr/local/lib/python2.7/site-packages (1.11.5)
Requirement already satisfied: pycparser in /usr/local/lib/python2.7/site-packages (from cffi) (2.19)

しかし、再実行python setup.py install --userしても同じエラーが発生します。
