2 つの BOOL メソッドに対して YES を返しています。validateDrop: メソッドに対して NSDragOperationMove を返し、namesOfPromisedFilesDroppedAtDestination: メソッドに対して空の配列を返しています。また、各メソッドの最初の行に NSLog ステートメントがあるので、メソッドがいつ呼び出されるかを確認できます。

現在、呼び出される唯一のメソッドは canDragItemsAtIndexes: (ここで YES を返します) です。呼び出されることがわかりますが、さらにドラッグすると、選択が変更されるだけです。残りは呼び出されません。

NSCollectionView で選択をサポートしないようにすると、そのメソッドでさえ呼び出されません。

ドラッグ内容をペーストボードに書き込む部分を見逃していると思います。
ドラッグ アンド ドロップをサポートするには、次の手順を実行する必要があります。

  1. ドラッグ ソースでドラッグできるかどうかを判断する
  2. の場合YES、コンテンツをペーストボードに書き込みます
  3. ドロップ ターゲットのアイテムを検証して受け入れる

Pasteboard への書き込みは、
- collectionView:writeItemsAtIndexes:toPasteboard:

ドラッグしたタイプを登録する必要もあります- registerForDraggedTypes:
