python - PIP コマンドを使用して xmlsec をインストールできない

Question

pip install xmlsecコマンドは以下のエラーをスローします。

この問題を解決する方法がわかりません。他の xmlsec パッケージもインストールしようとしましたが、何も機能しませんでした。
