これは正しくありません。Rails 自体は例外をキャッチしませんが、プロダクション モードでは例外を処理する方法が異なるだけです。

あなたが書いたrescue_fromメソッドは絶対に正しいです。

多くの Rails 開発者は、アプリケーションによってはユーザーが何か間違ったことをしたという単純な事実のために、RecordNotFound 例外を救済することを気にしません。

ただし、この例外をトラップして、リダイレクト、テキストのレンダリング、別のビューなどのカスタム アクションを実行することを好むアプリがあります。
