それらは「シーケンス番号」ではなく「主キー」です。

キーは決して変更されるべきではないので、はい、行を削除するとギャップが生じます。番号を付け直すための組み込みのメカニズムはありません。

SQLを次の場所から変更します。

cmdMagazines.CommandText = "select * from magazine";

に：

cmdMagazines.CommandText = "select * from magazine order by ID";
