herokuを使用してRailsをCygwinで動作させようとしていますが、問題が発生しています。

bundle install

私はpostgresがインストールされていると確信しています（Cygwinのsetup.exeからタイトルに「postgres」が含まれているものをすべてインストールしましたが、

gem install pg

、およびエラーメッセージを理解できません。

gem のバージョン 0.13 は、8.3 より古いバージョンの PostgreSQL をサポートしていません。Postgres をアップグレードするか、古い gem (例: ) をインストールする必要がありますgem install pg -v '< 0.13'。

「pg」gem は、PostgreSQL のバージョン管理ポリシーに従います。
