Tomcat 6 と Struts2 2.1.8 webapp (maven 3.0.3 + eclipse keepler + JDK 1.6.0_22) で同じ問題が発生しました。私は struts2+tomcat の開発に不慣れで、この種の問題を解決することに慣れていません。
