すべてがうまくいきました。私は参照で何も変更しませんでした。プロジェクトに Microsoft.Web.Infrastructure.dll を追加し、ローカルにコピーを True に設定しています。

マスターページなしで新しいビューを追加するまで、すべて問題ありませんでした。何が起こっている？これを解決するには？

私はこれと同じ問題を抱えていました。Visual Studio が問題の .dll をロックしていたことが判明しました。Visual Studio を再起動すると問題は解決しましたが、原因はまだわかりません。
