OpenGL ES 2.0 では、そのテクスチャのパラメータを呼び出すたびglBindTextureに、そのパラメータを個別に指定する必要があります。texImage2D

そのため、(マルチテクスチャリングのように) 2 つのテクスチャがある場合glTexParameterf、テクスチャ 1 と 2 にそれぞれ 4 つ、合計 8 つが必要になります。
