gem "compass"

あなたからGemfile。compass-railsインストール済みであれば、gemcompassは必要ありません。

確認

/path/to/your/project/.bundle/config

行には含まれません。assetsBUNDLE_WITHOUT

config/SASS を使用していた古いバージョンから Rails をアップグレードする場合は、次のような行をディレクトリで検索します。

Sass::Plugin.options[...

それらを削除してみてください。これが問題を引き起こしているケースを少なくとも 1 つ見たことがあります。
