PHPで画像のサイズを変更するときに問題が発生します。特に、背景が透明なPNGファイルでは、背景を透明のままにしておくと、背景が黒になります。どうすればこれを修正できますか？

コード行imagepng($new_image,$file_name)の後に使用する必要があります。$file_nameを画像を保存したい名前にimagecopyresampled()置き換えます。
