これに対する最善の解決策は、oci8 モジュールを動的に構成することであると思われました。これを行うには、php.ini-development ファイルをコピーする必要がありました。

cp php.ini-development /usr/local/lib/php.ini

次に、oci8 を動的に実行するために、次の行を php.ini に追加しました。

Extension=oci8.so
