この問題の解決策を得ました。問題は、deviceInterfaceDetailData.cbSize 値セットでした。http://www.pinvoke.net/default.aspx/setupapi.setupdigetdeviceinterfacedetailによると、64 ビット マシンの cbSize 値を 8 に変更すると、動作します。
