そのバージョンの PHPMailer は非常に古くなっています (最終更新は 2013 年 2 月)。https://github.com/PHPMailer/PHPMailerに取って代わられました

何よりもまず、最新バージョンにアップグレードする必要があります。すでに修正されているバグを回避しようとしている可能性は十分にあります。

使用法はほとんど同じであることがわかります。現在のバージョンとの明らかな違いについては、GitHub ページの例を確認してください。

また、追加してSMTPデバッグを有効にする必要があります
