私のセットアップでは、IdentityServer の同じホストに IdentityManager があります。必要な構成はすべてデータベース上にあります。

ユーザーにIdentityManagerAdministratorという役割がない可能性があります。IdentityManager Web API 構成では、管理者ロール名が IdentityManagerAdministrator である次の承認フィルターを確認できます。

config.Filters.Add(new AuthorizeAttribute() { Roles = options.SecurityConfiguration.AdminRoleName });

ログインしているユーザーにそのロール クレームを追加するか、フィルターを変更して、現在のユーザーが持っている他のロールを確認してください。
