レイアウト XML では、ルート ノード (LinearLayout) に名前空間属性が必要です。最初の属性として xmlns:android="http://schemas.android.com/apk/res/android" を挿入します。レイアウトが適切に膨張していないと推測しているため、WebView で何かをしようとするとエラーが発生します。
