vagrant ボックスに postgresql をインストールしようとしていますが、うまくいきません。Chef AND Puppet でプロビジョニングを試みた後、最終的にボックスに ssh して apt-get install を試みましたが、結果は同じです。

推測では、キャッシュされたソース インデックスは古くなっています。走る

apt-get clean; apt-get update

してから再試行してください。別の可能性としては、プロキシ サーバー (おそらく透過的) が要求を壊しているか、ミラーが不良でさえあります。プロキシに問題がないことを確認した場合は、 /etc/apt/sources.list で別のミラーを使用してみてください。

これは実際には PostgreSQL に関する質問ではありません。タグを外すことをお勧めします。
