ruby-debug-base19x をインストールする際に同様の問題が発生しましたが、以下を使用して正常にインストールできました。

gem install ruby-debug-base19x -v 0.11.30.pre3

Mac OS X rvm ruby​​ 1.9.3-p0 で同様の問題が発生しgem install ruby-debug-base19x --pre、そのトリックが実行されました。
