.NET の Web サービスは、要求間のセッション状態を維持しません。ディクショナリを初期化すると、その特定のリクエストの間だけ存在します。後続のリクエストでは、再び null になるため、例外が発生します。

リクエスト間で持続するオブジェクトを使用して、このようなサービスを実装する場合は、Application を共有ストアとして使用できます。ただし、アクセスするときにキャストを入力する必要があるため、少し醜いように見えます。

初期化:

Application["dictionary"] = new Dictionary<int, Pack>();

追加:

((Dictionary<int, Pack>)Application["dictionary"]).Add(package.getId(), package);

読む：

return ((Dictionary<int, Pack>)Application["dictionary"])[id];
